Even after several months of UF targets, there still seems to be some confusion on the distribution of the raid flags (coin of brell and emblem of brell). This is to clarify how the keys are being handed out.
Flags are being distributed on the basis of AH rank and raid attendance scores. Your raid attendance score can be viewed on the DKP chart in the far right column. The breakdown of ranks is as follows:
Officers/Squadleaders
Full AH Members
Approved Member Boxes/Alts
Approved Apps
Guests
Since apps and guests do not have an attendance score, if we get down this far on the list it goes to a roll off for those in that category. In order to be assigned a key, the toon must be in attendance for the raid.
As always, Killing Elric bumps you up in the order .
I'll be honest, the tier thing when it comes to putting in for stuff has me really confused BUT generally speaking I doubt I will be putting in for things as I'm lucky enough with my regular guild to be well equipped.
I do not however have my emblem of brell, so if someone would be kind enough to coach me through when I can put in for it, I will be glad to do so.

Emblem is a key, so the higher attendance people/more critical people tend to get em first.
I think at the moment they're assigning them directly (so with good RA you'll get it soon enough). As it gets to be less in demand, it'll likely move to a rsay of 'ok, who needs it?', then a while later 'someone who needs it loot this stupid thing!'
"Tiers" are actually pretty easy: Every event you attend counts toward your tier. When you bid on an item, high tier wins it for X DKP. A winning bid resets your Tier to 1. You can ( and should, prior to each raid ) check your Tier and DKP on the DKP page.
Honestly, I never read looked at the DKP/Tier page because I never expected to bid on anything that dropped other than possibly an Emblem _________________ Duc, sequere, aut de via decede - Lead, follow or get out of the way.
